For some reason right mouse clicking on a device within the Blueman Manager does present a contextual menu displaying "Send a File..." but it's always greyed out! The reason is because Windows only advertises the file transfer service only when it's ready to receive files, unlike other systems, where file transfer is constanly available.

So here's how...

  1. (On Windows) Start --> All Programs --> Accessories --> Communications --> Bluetooth File Transfer Wizard
  2. (On Windows) On the "Bluetooth File Transfer Wizard" welcome screen, click "Next >"
  3. (On Windows) Select the "Receive a file" radio button
  4. (On Linux) Right-mouse click on the "Bluetooth Devices" icon in the panel, and select "Send files to device..."
  5. (On Linux) Select the target device, then click "OK"
  6. (On Linux) Select the local file(s) to send using the "Select files to send" applet
  7. (On Windows) Select the destination directory on the target for the file
